Crank but no start -- where is the inner-fender fuse????? 200 1989

OK, so the car didn't start this morning. I also did not hear the "bzzz" which would indicate that the fuel pump is being primed, so I did the following:

Replaced fuses 4 and 6 (twice)

Replaced fuel pump relay

Scraped contacts for both wirings to the coil

Checked for debris on the wire from the distributor to the coil.

I am told that one solution is to look for the bladed fuse clipped to the bracket next to where the headlight relay is. I don't see it. Anyone know of an alternative location, or where the wire to it comes from so that I might follow the wire to the new location?
