Car shakes when moving 120-130 1966

Here's an issue that I'm having trouble figuring out. Regards to my '66 130; Car has a m-41 in it.

The car seems to shake and "surge" a tiny bit when ever it's moving. At first I thought this might be a fuel/engine issue, but the car acts exactly the same when it's coasting in neutral with no load on the engine at all.

The rear suspension has all been replaced with new parts with in the last couple of months (Bushings and shocks), front needs a bit of work but it's mostly okay.

Any ideas?
