Wiper Problems Persisting 200 1988

My wagon's front wipers started to stutter, a high pitched squeal/squeak was heard, then they stopped working at all. I could also hear a sound from under the dash, driver's side, that sounded like the sound your turn signal makes. It was not at a regular rate, more random and one click at a time. I took the motor out of the firewall and cleaned up all contact points and the ground strap. One magnet was no longer attached to the case, which I may fix when I figure out if I need a new motor or not. No wipers yet. Checked fuses, they're still ok. I cannot find, for sure, the wiper relay under the dash/above pedals area. I know that the switch on the steering column is powered, as is the plug going into the wiper motor. Please suggest other things to try, and where I might find the relay for the wipers. Also, I tried to move the passenger side arm manually, and heard a clunk before the entire arm rotated freely. This can't be going well. Any help is so greatly appreciated. I'm not afraid to get in there and do the work! Later!
