If you want to see if your LO is working (and it sounds like it has been bypassed) disconect the wires coming from it and using a multi meter check for continuity. Switch should read open in all gears but 4th and closed in 4th. The old way of wiring this used ignition on "+" to a switch on the dash or stick, the switch is a 2 way and when closed the current then goes* to the lock out on the tranny and if the tranny is in 4th (closed switch) the current coninues to the od solenoide where it travels through the windings to "-" creating an electromagnetic field which in turn activates the valve which opens(closes?) in the od which then makes the od change gears. Hope that clears that up a wiring diagram would be clearer.

*Newer versions use a relay that is controlled from the dash/stick switch
