1991 240 has electric fan, and mechanical, but no R134A, and I have never heard fan run 200

The 1991 I bought recently (and the subject of my many stupid post's) has the electric fan on the condensor. So, I assumed it had the upgrade. The elect. fan, and R134a. But, I recently figured out it does not have the 134a. It is like it was a year when they realized the 240 air conditioning didn't work very well, and stuck the fan on as something to help the problem.

My 1993 940 has no mech. fan, elect. only, and it runs all the time, (not constant, but a lot)but I have never heard my electric fan run yet on my 240. It has not been really hot yet, so maybe when the scorching heat comes, it will run? It was a Florida car, so I really, really hope the air works.
Is there any hope for it if it isn't cold enough, and it has the old freon in it?
I think it is an early 1991, so maybe Volvo was gearing up for the R134a?
