Front Fender, wheel well inserts 120-130

I'd like to install an electric antenna in my wagon and there seems to be more than enough room. The only problem is my wagon (and I am guessing all 122's) doesn't have any kind of wheel well protection. So the space between the front fenders and the engine bay body is accessible through the wheel well. On some cars it seems plastic is normal, on others the fenders curve in and meet another curve off the body.

The problem I see is an antenna in this location is completely exposed to road debris and rain. Seems like if I lived in a snowy area I'd also be dealing with snow packing up there along with salts.

So is there some insert that I am missing? Has anyone fab'ed one up?
