fuel pressure regulator durability 200 1993

Shortly after I purchased my 1993 240 wagon it needed a new FPR. Now less than 2 years later it appear that it needs another one (lower end of the vacuum hose is wet, smoke, etc). Is this lifespan unusual? I put very low miles on (e.g. 4000 last 8 months), lots of city. I'm just wondering what other people typically see.

Temperatures are relatively low in my areas (Nova Scotia)

Also, on a related note... easiest way to relieve pressure?
