Blowing #7 fuse (brake lights) 200 1990

I'm my #7 fuse is blowing every time I hit the brake lights (using the brake pedal). I had been working on trying to connect a ModuLite tail light converter (which never worked), and had gone on a short drive with the left taillight cluster unplugged (modular connection that connects to the cluster itself). Naturally the bulb out indicator went off everytime I hit the pedal.

After reconnecting, and removing all the ModuLite wires, the #7 is blowing every single time. What gives? Any ideas how to fix?
