93 940 fuel line factory mounting clamp 900

To the REAR of the main (under car) fuel filter, the high pressure line has a test fitting, then a press-in (open) factory mounting clip, THEN there is a large non-metallic clamp that LOOKS like it should come apart.

This is just ahead of the area where the gas lines go thru about five 90 degree bends in about the space a volleyball would take up..... fun place to fix gas leaks..... :-(

The "cover" piece of the clamp looks like it has a hinge towards the back of the car. I've tried squeezing the 2 stubs coming up through the cover, while using a screwdriver to try and pop open the cover. Is this clamp designed to come apart ?
I've been using a fair amount of force, feels like more would break it.

I'm trying to free up this line, so I can cut it in a preferred spot - I'd prefer to be able to re-use this clamp if I can......
