My first tune up and I can't change the timing 900 1994

This is my new 94 940....Whose idea was it to stick the distributor back here? It takes forever change the cap even taking the hold down bolts out and spinning the distributor to get the screws to the top as the FAQ recommends. Then you're still working blind.

What is this big black plastic washer thing under the right side hold down bolt which seems press fitted into place and locks the distributor from rotating from its factory position? My timing is off and I can't change it and put this bolt back in place. The other side is fine. What am I missing?

Did I mention there's no room? This is the best picture I could get.
