'89 245 oxygen sensor reading weirdness 200 1989

The issue: ’89 245. CEL with a code for 113 that has been concluded as running too rich (<8MPG!). If I disconnect the Oxygen sensor single wire and test its voltage to ground I get a nearly 1v reading meaning, full rich. I have tried other 02 sensors and gotten the same reading. The green wire (to the ECU) when disconnected from the O2 sensor wire reads approximately .5v (when tested to ground). Apparently that a reference voltage. BUT! When I plug the O2 sensor wire into he ECU green wire the and clip the test lead on (with the other to ground) the voltage drops to zero volts. Does this mean I have a bad ECU?
