Vibration in Steering Wheel S90-V90 1998

What am I missing? This is a 98 S90

I get a vibration on the wheel only. Nothing in the pedal. slight braking between 60-80KM. Disappears at all other speeds.
New tires
new tie rods
new sways and sway arm bushings
New ball joints.
New C/A bushings.
new pads all around
new rear shocks

Put the new winter tires(3,000kM on them) back on and vibration still there.
Alignment scheduled for tomorrow though it drives and brakes straight and smooth. Mechanic doubts it will help.
Vibration at 80-60 only upon braking is nasty. Whole car vibrates. Steering wheel vibrates bad. Not present above 80 or below 60. Brake pedal is smooth.

Have not done struts or rotors. They seem fine....

Ideas anyone??
