Solder the valves shut or replace the them. Even if they are functioning properly, they really reduce engine braking to an annoying small level.

Your bottom end is ready for some serious action. Get a pair of 45mm DCOEs or DHLAs, or 4x 38mm Mikunis or Megasquirt it & get the same cam as Phil's MPPE & you will have a bunch more in the 2500 to 6500 range. Phil's cam is just the right balance between fuel economy, performance & lengthy engine life.
