Throttle shaft wear and decel valves BOTH could be part of the problem.
Joe Curto (Rhys' competitor on the east coast) recommended to me that I solder them shut. It helped.
The shaft seals may help on the throttle shaft wear but if it is too bad, you will NOT be able to tune right.
