OK to start engine with leaking water pump?

Ok to run with the leak. It is strange that leaking would occur repeatidly at the same location. Have you checked the 2 surfaces for damage? You can use a sealant such as silicone. It should be easy to lever the pump upwards with the bolts finger tight. Try using a length of wood such as a 1x3 or 1x4. You will notice that one of the holes is slotted to allow the movement. Tighten this one first after levering up.
