1991 244 AC groans and car surges with AC on, compressor kicks off and on 200


My 1991 244 has a weird issue when I have the AC on. It kind of makes a moaning sound, at the same time the car noticably surges, or feels like it is being drug down a little on power. On top of that, it isn't very cold. It has the cooling fan, but no R-134a.

When the AC is on and hood up, the clutch is kicking off and on, not staying on. Shouldn't the compressor run constantly when the AC is turned on? It runs intermittent, and when the clutch kicks back in, is when it is kind of groaning, and dragging the engine down. Is the compressor ready to lock up possibly? Could it just need oil?
