Surge & Rough Idle 200 1988

When engine is running at lower than normal (9 o'clock) temp, idle surges up and down, stalls if braking or stopped. Once warm the old red block runs like an ox, except, occasional rough idle at stops. New wires and plugs (both Bosch), 1 yr on cap & rotor, new Bosch injectors and fuel filter 3 yrs ago, have cleaned throttle body, new brake booster check valve, new air filter, cleaned AMM, new Bosch O2 sensor, intake seems tight. Could it be Idle Control Valve?
