Re-gluing (replacing?) black trim tape on side of Luggage Rack 1800

This question comes from my brother who has a 1973 1800.

<< "the black tape trim on the side of my luggage rack is coming loose. I't like electrician's tape, but it was evidently glued on to the metal. I need to reglue it. Any ideas on what to use. I'll probably only get one shot at it. If it damages the tape, I'm hosed." >>

Any glue suggestions, anyone?

Or is there a better replacement option?
