ABS dash light 700 1992

I attempted to use the under-hood diagnostic system, but get no blinks(I put the lead in socket 3 of diagnostic box A)
FAQ says that means check the main ABS fuse and relay. But I would think that the light would be on immediately upon starting the car if there was no power to the system. The light only comes on at about 15 mph, and then stays on.
That seems like a problem with a signal to the system.
Please let me know what you think.
