240 Tail light woes 200 1993

'93 240 sedan - the last run for the model year, you'd think thaqt they would have gotten the kinks out of those tail lignts.

Passenger side tail light - outer bulb was burning brighter (and hotter) than driver side and inner running light (5 watt) not lit at all. Heat build up melted tail light assembly, so I ordered new one - complete with printed circuit board, sockets and bulbs.- Same problem.
All other lights work - Brake and turn signal, but back up lights are also dead. Any suggestions on how to troubleshoot and repair?
