Just another thought... Did you buy the vehicle with this issue??

It is possible ( easy actually) that for some reason the Previous owner pulled the wire out of it's position in the connector and swapped it with another one.
If someone accidently swapped the wires for Pins 3 and 4 in the whiote connector, on the passenger side, then the brighter 'Brake light' filement would be lit when you turn on the headlights.

Just shooting into the dark here.
