No OD on 1989 240 automatic - switch is switching, relay is clicking. 200 1989

My 89 240 wagon has lost it's overdrive. The switch seems to be working, as the relay clicks when I hit the button, and the arrow light on the dash lights properly as well.

No dimming arrow or flickering arrow either. It's just ON or OFF. But, the OD doesn't do anything. I've checked these before on Volvo 240s and I know what one is supposed to feel like when it clicks on and off. Also, I'm definitely short a gear on the highway...it's straining along in 3rd.

The only thing I can come up with is the solenoid? Are those real prone to failure? I know the relays are, but I've never had a solenoid go. If I replace the solenoid, I'll replace the relay too, just for peace of mind.
