iac valve 200 1984

I just took out my IAC valve and cleaned and reinstalled made no difference in the idle going up and down and a cold start is as if there is no choke function happening which from my understanding happens with this valve. If I disconnect the valve the idle goes to a steady idle. and a humming stops which if I have read correctly means that the valve is working? When I start the car and it is cold it always takes atleast two tries to get it to fire but normally dies if you try to start driving immediately.Any ideas.
