Headlight adjustment/aiming 700 1990

My 1990 744 is kinda wall-eyed. The left headlight seems to be pointing properly. The right one, though is very, very high.

I was trying to get a better aim with the right one, and I figured that the outboard adjuster is for left to right aim, so the inboard adjuster must be for up and down.

Something doesn't appear to be working, or maybe I better find a better location to aim my lights...

but, does anyone know off hand which direction (clockwise or counter) aims the headlight down? I might be able to get more in the ballpark without waiting for night if I knew...

These are the stock US-spec headlights with the 9004 candle, er, bulb, no foglights (either with the headlight or under the bumper...)
