Still No Start 700

1. Fuel pumps don't turn with key "On", only while in starting position
2. IAC valve stays buzzing a long time after key is Off
3. No voltage across fuse 13 (Fuel Injection Systems)
4. Power Stage checks OK electrically
5. Big Grey plug at A Pillar has no apparent damage
6. Replaced distributor (Hall sensor on mine had two of three wires broken)

7. Voltages across fuses 1 (main fuel pump) and 11 (in tank pump) read 12+, then 10.2v upon cranking

8. Coil checks OK electrically & plugs get spark
9. Can't tell is injectors are firing, but I don't think so
10. EGT relatively new, connection s tight. (linked to fuse 13, signals ECU)
11. Fuse panel wiring seems intact

12. Believe this 1989 B30FT has the 2.2 LH with no self-diagnostic box, but with Radio Suppression Relay

13. Jumpered pins 3 & 4 at RSP and IAC activated, but still no start
14. Both fuel pumps run when 82/7 and 30 pins are jumpered. No Start with it.

15. Fuel pump relay (white one), uncovered, shows no solder cracks & both contacts pulled closed at appropriate times

ECU is a 541

What am I forgetting?
