Your heater control valve is worn out and not closing all the way - easy access to replace it on a 740.

Or the vacuum source to the valve is absent. The valve works opposite of what you would expect. It takes a vacuum source to CLOSE the valve. A loss of vacuum allows the valve to go full OPEN. This can be caused by a split or loose vacuum hose or maybe the control panel in the dash is goofed up.
