Rear seat on 945 sticks in down position 900

I just removed our '95 945T's rear seatback because the center seat belt stuck in the retracted position. I have messed with this before and suppose the mechanism that locks the seatbelt when the car is not upright is at fault. What overrides this to allow the seat to be lifted back up normally? I'm mystified. Taking the rear seatback apart (if that will even help) is something I do not want to do more than once.
