Rear Lights working intermittently-need help 200 1991

I just picked up a '91 240 sedan and I'm new to this board. I'm having with the rear lights (tail/brake) not working all the time. The problem is more on the right side than the left. Right now, I don't think the left is a problem, but I've only had the car for a week and I'm just getting to know the car.

When the right tail/brake light does not work I found there is no power to the bulb base, I tested the circuit board when the bulb was not working and found no power at the point were the bulb base contacts the c/board. I moved something and the light came back on.

Can anyone tell me what is going on with this and what might be the fix.
Is there an upgrade for the light circuit board assembly?
