"Lock-up' S90-V90

I have just purchased a used 1998 V90 with 80,00 miles after having owned a 1998 v70 for 8 years and 200,000 miles. I have a few questions as I get used to the diffrences.

1.) On page 59 of the owner's manual it makes reference to the automatic gearbox having a "lock-up" function. What is this? Does it go by other names on other cars?

2.) The engine and car run very smoothly. I am getting about 21mpg local and 22mpg on the highway. Is this normal or should it do better?

3.) When I remove the gas cap after it has been raining a considerable amount of rainwater has collected and is held by that rubber boot surrounding the filler hole. Is this normal or should it drain automatically or should it not be getting in there inthe first place?
