Hood hinges 200 1991

Bricksters,

Now that I am happy with the engine, I turn to aesthetics: the hood on Boerre, a 1991 240 sticks out at the hinges, it's simply too high, and there is a large gap. I don't like it.

Solution seems simple, too, loosen the bolts, adjust, tighten the bolts. The problem is step 1: those bolts are darn tight and painted over. I have only tried it with a 12-point wrench so far and the bolts were having a laugh while I was at it.

Any advice on how to tackle this?
