Exhaust header heater thingy... can I take it off? 700 1987

Hi folks,

When I got my 740, the preheat hose was already gone, but the little air heater panel over the manifold is still there. It looks to be affixed by 4 bolts. Is it safe to take this off, or do those bolts go INTO the pipes?
