Brake Lights Not Working 200 1990

Hi Guys, I need a little help here. My brake lights (all 3) have stopped working. I've been reading all the posts and still can't figure it out. This is what I've done so far: checked bulbs (all good), checked fuse (good),and installed a new bulb out relay (I think I wasted $60). I'm now thinking it is the pedal switch. I disconnected the wires that go to the switch and the are not giving me any reading on my voltmeter. I jumped them and no brake lights. Am I right to think it is a short between the bulb out relay and the switch? I know very little about electricity so please pardon me if I am making no sense...it took me half an hour before I figured out I had to ground my voltmeter! Other posts talk about a WORD document that explains the whole procedure, does anyone happen to have this...or any ideas to help. Much appreciated.
