Rear Seat belt mounting points. 120-130

Yesterday, I began to drop the driveline on our '66 122 4dr sedan so that I could weld in some mounting points for seatbelts. Then I noticed that there were four captive nuts mounted in the area behind the rear seat backing. Were these intended to be seat belt mount points?

It seems odd that there are mounting points in the window pillar for a shoulder belt, Monting points in the center of a car behind the seat for 4 bolts but no mounting points close to the doors. (I added captive bolts and reinforcement in the lower part of the wheel well.)
