Stuck Strut Gland Nut: Advice? 700 1990

My 90 745 has Bilsteins in the front with the cheesy semi-notched gland nuts holding them down. The shop who installed them of course failed to apply antiseize and they are stuck, stuck. Heat? Nope. A 24 inch pipe wrench? Nope. FreezeOff Penetrating Oil? Nope. Any advice? I considered an air impact hammer but don't have one here.
