K-Jet Hard to start 200

OK, we had a chance to do some diagnostic work on the problem over the weekend.

The line and control pressures were both good. Rest pressure slowly declined but was at about 25 psi after an hour. The problem remains hard starting and rough idle.

Can anyone tell me what the idle adjustment is supposed to do? It doesn't seem to have much effect on the idle other than to increase/decrease speed in a narrow range. It also appears to have a minor impact on the roughness at idle. We also noticed that there is a small electrical device connected to it that is not shown in the green book. I wasn't able to determine what it does, but it was only connected on the ground side. There was no power wire that could be found.

All hints/advice is welcome.
