AC dumb question me thinks 900

My new 92 940T (just turned 100K!) has a aftermarket toggle switch installed near the headlight swith that is labeled "AC". The normal AC switch is marked "A/C OFF" and is located under the temp control knob which unmarked except of various degrees of red lines and a small white hash mark.

I cannot make the AC work on this vehicle, nothing happens when any combination of buttons or knobs are turned. Why would the previous owner install a toggle? when the real "AC OFF" button is depressed in...is that supposed to be "AC on" or do I need to have the temp knob in the white hash mark as well? The whole thing is a little cryptic to me at this point. No, the car did not come with a manual. thanks
