Fuse 11 gets power from the fuel pump relay when the ECU tells it to. The FPR gets power from Fuse 1 which is always at battery voltage. Pull Fuse 1 and test which terminal in its slot has 12V. This will be the battery connection. Reinsert fuse and check the other blade of the fuse while trying to start. There are small openings on top of the fuse to probe the fuse blades. Don't trust that the fuse is passing full current just because it doesn't look blown. Consistent 12V at the downstream end of Fuse 1, but not at Fuse 11 while cranking, means the FPR is bad, or is not triggering for some reason.

If your car did not have OE foglights what switch are you using for the Hellas? My 89 has separate switches for the stock front and rear foglights. The front sw. operates the twin 55-Watt lights through a relay. The switches are light duty, and were not intended to carry the current to power those front lights.
