Deck the block? 200

The shop called and said the heads are down .010 now and now flat, if I take another 15 off the block the FAQ says it screws up the timing? I've never understood how that works. The belt is the same, the rotation is the same, it seems like you just change the distance between the cam pulley and the crank, so what? Worst case you do a little trial and error and move the cam back a notch or two. The tensioner takes up the slack and the ECU adjusted the timing? No?
