Gas filler Rubber Y Pipe Leaking 700

My wife called and said our 760 Turbo (1990) had a gas leak. Tonight I got in the trunk and removed the access panel. My brother and I took it to the store and put gas in it. There is a Y pipe that goes from the Gas filler Pipe to the tank and to another metal fitting. The small part of the Y is slit where it connects to a 1/2" or so metal fitting. The clamp is at what appears to be an impossible angle from the access panel.

I assume (I hope) the dealer has a new pipe but I am not sure how to get to the clamp. I searched the site and go some insight but if anyone has actually repaired this I would love to know what you found out.
