Fuel Pump Relay? 700

My trusty old 89 740 is going through a random crank, but no start condition. Probably 2 out of every ten times. During the "no start" it will run for about a second, die, then it won't start at all.

Now...if you let it sit for 10 minutes or so after the no start, it will start fine....or maybe not.
Cold/hot doesn't matter. Also, it runs great otherwise and doesn't stall at idle, etc.

Replaced No.1 fuse connection with remote fuse holder since it looked very ugly.
Pulled AMM connector and it runs like crap with it off.
Current emissions test passed with great numbers.
Tach jumps when trying to start (in the no start mode)

Does this sound like a typical fuel pump relay or noise suppression relay problem? Any obvious checks I can make before I throw a pile of parts at it?
