Master Brake Cylinder Question 200 1985

I thought I found my brake problem from my post(front caliper problems) but the bleeder I found a little loose after bleeding wasn't it but it didn't help.I still have the outer pads not working even with some rust on the disc's(from rain 4 days ago) after rebleeding the system again.So now my question is can the master cylinder be bad without external leaking? I used the power bleeder for bleeding,so I did get a good stream of fluid.Would I have found a problem If I bled the breaks the old way of pumping the pedal.The brakes work but when applying the brakes the feeling of bumping/shuddering is felt.I don't think the disc's are worped but I guess they could be.I just don't have the $$$ to through at it but it seems hard to figure out. Thanks for any help.Charlie
