flimsy steering wheel cover 900 1994

I just acquired a 1994 944T, 207K on the clock.

The top of the steering wheel, around 12 o'clock +/- 2" either side has loose cover so you can roll it forward and back. Maybe it sat in the hot sun for too long.

This is a factory steering wheel with no aftermarket wrap or anything like that.

Is there a way to solidify this patch? I'm thinking like using a syringe to inject something under the cover to bond it or firm it up. Thoughts?
