Blue vs Black Recovery Tank Cap 200

Would someone tell me the difference between the black cap(.75 bar) and the Blue Cap (1.5 bar). I have a Cooling issue that I think may be thermostat issue even though it new Volvo. Most of the time temp if just below half way mark but sometime it goes way up near the red. Its almost the thermostat is sticking. The recovery tank is cool which tell me there could be a blockage. Anybody got a clue as to what is going on? Greg
