Can't rev between 1000 and 1500 RPM 200 1993

Here's an interesting quirk from my 1993 Volvo 240: If I am trying to go in the range of 20 - 30 mph, the tach bounces from 1000 to 1500 rpm and the car lurches back and forth. It also does this in neutral if I try to keep it constant between 1000 and 1500 rpm.

Any ideas?

Could it possibly be linked to my rough idle issue *(which I think could be related to a bad brake booster check valve or other vacuum-related issue)?
