Random B18 engine anomalies 140-160 1968

The thing that's confusing about those instructions are that even if I could tune the carbs to factory specs with the PCV hose disconnected, and let's say it really took 12 flats. The car has still made it clear that as soon as I reconnect the hose, it won't run at all at that mixture. What about tuning the carbs without the hose connected helps them perform better with the hose connected?
