Dear scottishbloke,

May this find You well. According to the Volvo Vadis parts diagram for a 1994 940, the "spoiler" is the part, that is attached to the bumper cover, which part has an indentation for the license plate.

The spoiler is below and attached to the cover at each end, by two clips (Part #1391884; about $1 each at a Volvo dealer) and six spring nuts (Part #968798; about $0.80 each at a Volvo dealer). I think it is the clips that you require, as you note that the spoiler is loose at the driver's side. I provide both part numbers, in case one or more of the spring nuts has fallen-off.
