Fast Idle Fan runs 200 1988

Intermittently my heater fan will run even if the switch is off and the engine idles faster as if the A/C is on. If I turn the A/C on then off the fan and idle will be normal. The A/C off and on switch seems to be fine and I replace the A/C relay. The A/C is not on when I have this problem.
I do not have a good wiring diagram so it's hard to troubleshoot.
Any ideas?
