94 - 940 A/C not working and tried all the tricks 900 1994

I have a 94 940 that my daughter drives. The A/C stopped working about a month or so ago. Last year the same thing happened about the same time of year and I replaced the climate control module and it corrected the problem. I have tried that this time and still the compressor won't kick in.

Here's what I've done:
1.) I've tried 3 different control modules
2.) I've soldered the connections on two of those.
3.) I get about .23 volts at the low pressure switch green/red wire.
4.) If I run a wire from the battery to the red/green wire on low pressure switch the compressor kicks in.
5.) If I measure continuity across the low presser switch it shows continuity.
6.) All fuses good.

Is there somewhere else I should be checking for 12 volts? At this point I'm temped to add a switch with 12 volts on it and run it to the low pressure switch green red wire.
