High Idle and Misfire 700 1991

I've got a '91 745SE, B230FT, bone stock. My problem is that my car will always idle at around 1500-1600 RPM cold or hot, in park. When I shift to R or D, it'll lurch into gear and then idle with my foot on the brake at about 1000 +-100 RPMS.

I can manually close the throttle body a little bit more to lower the idle to a more reasonable level either by hand or by pulling the throttle pedal back by putting my foot under it and pulling the throttle closed, but that's rather impractical. Gas mileage is normal, and it always starts right up and never dies.

I've also got a misfire, especially when accelerating hard uphill, where at about 3000 to 4000 RPM, the car will just bog down and won't accelerate any more, and I'm thinking that this is related to the high idle.

The IAC has been cleaned and moves freely, and I've also cleaned out the AFM with electronics cleaner, with no change.

The LH2.4 ECU is only giving me one code, 2-3-2 which means it's running either too rich or too lean at idle.

I'm pretty stumped on this one, I'm thinking TPS, but I'm pretty new to volvos, what do y'all think?
