77 B21 engine stalls/ has little power when cold 200 1977

Hi I have a 77 244 with a b21 motor and k-jet FI. When starting the car cold (eg overnight) the motor will fire up quickly, but as soon as I put my foot on the gas pedal it stumbles and there is little power. It will sometimes stall at this point. Within about 30 seconds the car will run as normal with no loss of power etc. I replaced the control pressure regulator with a good used one, which fixed the problem but it has now returned.
Could it be anything besides the control pressure regulator? Thanks guys for any help, Jaan.
